Excel IF, INDEX, MATCH, COUNTA functions for duty roster

I created a duty roster for my work with following your video and thanks for it. I design it with few criteria, it needs to be filled as automate from day to day system ( day 1 from top cell to bottom cell ). the formula needs to match Leave schedule, Training Schedule, and weekly day off date and who is the first eligible employee for first duty as duty starting from drop down list. presently I created 3 formulas for 3 cells. The formula needs to check previous row cells (ex: J10 : J15) and needs to be duty circle ( rotation ). Let me know how to create formulas for below cells ( J13:J41).
